I was accepted into the Engineering school at Umich in the fall. I just saw my financial aid, and will only be getting the generic loans. I am not in a position where I think I could pay the full OOS tuition cost.
My question is do you think they would award any merit money to a National Merit Scholar? I know there are no awards specifically for them, but I wasn’t sure if they might give something.
GPA was about 4, and ACT was 34.

Not directly. But indirectly, perhaps national merit finalists could use the significant scholarship offers from their NM-sponsoring colleges as bargaining chips for non-NM-sponsoring colleges if the school rankings are similarly comparable…
If you are a National Merit Scholar, then you have already received a scholarship somewhere. For National Merit Finalist, UMich does not offer anything. Indeed, the threshold for NMF is too low in comparison with the 75th percentile of admitted students. ACT 34 is also likely at or below the 75th percentile for admission in CoE as the mid 50 for enrolled freshmen last year was 31-34 which is usually slightly lower than the admission mid 50. For the CoE scholarship of honors, not even all ACT 35+ with GPA 4.0 received it.
