I read about the Winter Clothing Fund on Prefrosh.net can anyone who has actually used it, tell me if all students from say California are eligible and how hard is it to actually get the money.

Winter clothing fund is only based on financial need. You will receive an e-mail from the financial aid office if you are eligible. This is the same for the Student Events Fund, where you can get tickets for free to student-run events sold by the Harvard Box Office. It is strictly confidential.

Oh, I was under the impression that “warm state” students and students with financial need are eligble from Prefrosh.net, but thanks for clarifying

Nope. It is usually reserved for students with exceptional financial need, even lower than the threshold currently set for HFAI (under $60,000 a year). You will receive an E-mail from the Financial Aid Office if you qualify for either the Student Events Fund or the Winter Clothing Fund (which is $200, according to my peers who have received it, not $350).
