Wisc, Rolling admissions, my scenario

Ok I went to UF for two years (russian and then a econ major) and got a 3.3 with 7 W’s due to illness. I did the IB program and got a 3.4 or 3.5 uw, 4.4 weighted or something close to that. 1330 SATs. I am going to a local college now for a year and really, really want to transfer to University of Wisconsin-Madison so I can take Danish (yeah, the language). This year at the college I am taking
Fall
Calc 2
Compositon 1
Physics 1+lab
Sociology

Spring
Calc 3
Chem 2+ lab
Composition 2
One more course not sure yet (maybe Diff eq or Financial Accounting)

I am also working 45 hours a week to pay for my next school. (UF was free for me, Wisconsin will be 30k and my parents will not give me any money although my dad makes way over the need based financial aid cutoff, if there is one)

OK now here’s the problem: my academic record is unimpressive and sporadic although far from bad. I know Madison has rolling admissions so should I apply when it opens (early september) or wait till my first semester grades are complete(mid december)? My essay is simple and honest. Madison is the best place for scandinavian studies and I’ve always wanted to learn Danish, not as a major (maybe Norwegian), I also won’t have to sacrifice anything socially or academically. I hated UF btw. If i get in to Madison I will definitely accept and it’d be easier and cheaper for me to only apply to one place. I asked already and if I get rejected the first time I can’t reapply with updated grades.

And if you were wondering, I’m OK healthwise now, and am really eager to go back to school. So in case you missed it here is my question:

Should I apply when the admissions opens (early september) with a 3.3 and 7 W’s (5 from one semester)or wait till my first semester grades are complete(mid december) with probably a 3.4 or 3.5? Thanks for your time.
