<p>considering you’ve already paid the application fee, you have absolutely nothing to lose by having your app considered.</p>
<p>you do not get your fee refunded, but like everyone said, why not finish what you started…it’s not much work. Also, if you don’t finish your materials, that’s as good as withdrawing, because you won’t be accepted.</p>
