Withdrawing from classes at UW

I know that using your annual drop is not a terrible thing to do but I’ve heard that if you drop too many classes or use the S/NS option too many times that would tell advisers that you are either struggling personally or academically. But what do they mean by this? If you can only drop one class per year, how many is too much? Are they just referring to dropping all your classes for the quarter?

Thanks.
