<p>It depends, but usually it is the number of characters with spaces. Character limits are enforced by software, which doesn’t care if your character is a space or a δ.</p>
<p>Most people draft their statements on a word processor, but just log onto the application and type a couple of words. Most essays that have a maximum character limit also give a running counter which tells you how many characters you have left.</p>
