Is it worth specifying EECS or go apply undeclared to improve my chances?

I’m not a 4.0 student, I average at 3.5 UW (lol)
I take the IB program and it’s hard for me to spare time for tech related ECs
I have some ECs but I don’t think I stand a chance at applying.
I’m not a URM
So worth it or no? What do I do to improve my chances to getting in UCB in general? EECS?
I’m honestly very embarrassed of my grades and ECs, I don’t think I’m going to even be considered waitlisted since competition increases every year. My ECs are not strongly tech related (art,choir) but I have strong interests in engineering and computers otherwise. My school doesn’t offer science related ECs, so I have to find them on my own. Intel contests are waay too far from my area and I have very limited options to getting those ECs besides scripting on my own computer (which I do occasionally) which takes lots of time because I learn them on my own.
