would a great masters degree gpa erase an average undergrad gpa?

what if somebody had average grades(3.0ish) at a renowned university and then entered a less renowned school(UAF) for a masters degree program and got very high grades. how would phd programs look at this applicant? would the high masters gpa erase the undergrad gpa, or would the undergrad gpa forever haunt the applicant?

Academic records are never “erased”. A 3.0 is not bad.

The real question is, why do you want a PHD? Why reserch? If you are able to show your commitment and desire for research plus get good grades with the masters degree, your application looks more appealing.
