I would love to go to PSU but I think that would be my reach school…

Try applying for DUS or College of Liberal Arts with a start date in the summer session. You may get in for one of the less competitive majors. Your grades show an upward trend, which is good. Also be prepared to write an amazing essay. My guess is that you will be on the border. You could also try taking your SATs one more time, but that assumes you are a junior right now and planning to apply next fall.
