the right answer is B…why C is wrong answer how ever it is so approximate to the original ?!

This sentence looks fine, subordinate clause followed by an independent clause.
C)
St.Augustine was founded forty-two years before the English colony at Jamestown,Virginia, the oldest permanent European settlement on the North American continent.
However, this sentence is clearly wrong because it has two independent clauses that have nothing linking them together.
C is a run-on, so it is wrong.

Not too sure about my explanation for why B is right (fellow CCers please correct me).

(B) is actually a modifier followed by an independent clause, like “Born in Mexico, Myron is the best Spanish speaker in Anchorage.”

  1. (B) is more parallel than (C).

I think another problem with choice ( C ) in problem 2 is that it implies that Jamestown is the oldest settlement
