PLEASE explain your answers ?

Strip the sentence in question 1 to:
“Whether the Indians actually migrated or did not remains uncertain.” Note that in this form “or did not” + “uncertain” is a double negative, redundant and awkward. Choice 4 has the same problem. Choice 3 with “The actuality …” is bad English. So that leaves choice 3: (In the stripped form): That the Indians migrated remains uncertain. It’s nice and simple … assertion of claim and that the claim is uncertain

The 4th question in your post is identical to the above. Use the same analysis, and you get (in stripped form): That children be allowed to see their birth certificate is controversial, but many parents feel that records should remain closed. Again assertion of claim and response.

For the 3rd question:

The problem is word choice. Instead of contribute you need attribute. The sentence doesn’t make sense with “contribute”. Look up the definitions.

Question 2 is tricky. My first pick was also 2. I can see why 5 might be better. It is more precise in stating that the innate abilities etc. are different, etc. In choice 2 this is implicit. I need to think some more about this one.
