Writing on test booklet before exam?

This guide to the SAT II Chem says that you can write formulas on the back of the test booklet before the exam. It sounds too good to be true; does anyone know for sure whether it is or isn’t legal?

You can write anything you’d like after the exam begins (not before). But I would write formulas only on the periodic table or somewhere else within the chemistry section, because the proctor won’t like to see you flipping your book open and closed. Looks like cheating.

Alright, thanks.
