Writing Question Help!

Designed to help prevent accidents, the new law specifies (that headlights must be turned on while raining).

A) same
B) that, while raining, headlights must be turned on
C) that, while raining, drivers must turn on their headlights
D) that drivers are turning on their headlights when it rains
E) that drivers must turn on their headlights when it is raining

I chose A, but i don’t know why this is incorrect! Can someone please help!?

It seems as though the headlights are raining…

(that headlights must be turned on while raining).

Is it E? …

Surely it’s E.

Choice A has 3 strikes against it. The original phrase is in a passive voice, and as pointed out by hgsoloco “raining” does not have a clear subject, and the use of the word “while” instead of “when” is flawed.

fogcity: “and the use of the word “while” instead of “when” is flawed.”

Why?

(btw, I would also choose E in this case.)
