<p>I would say D because unlike any other option, it has the word “been” in it. “Been” logically connects the first part of the sentence to the last part. I’m no writing whiz, and my explanations aren’t great, so I’ll explain it this way.</p>
<p>Let’s get rid of the part that is in between the comas. Our sentence should make perfect sense without the phrase in the comas, right? Now, let’s look at every option. The only one that makes a logic sentence after we remove the part in between the comas is D because it forms the sentence “Smoking had not been permitted”. Every other option forms an erroneous sentence.</p>
