<p>While ** is “correct” grammatically it is nonsense. The main point of an engine is to power the vehicle efficiently. Efficiency is an attribute of the engine, much like the color yellow is an attribute of a lemon. In (B) it’s not clear what efficiency refers to. Nor is the choice of the verb “based” precise.</p>
