I know Oregon State limits, but that’s not on your list (too big)
@Mwfan1921 is correct - go school by school. Montana State says this below. The issue is - you don’t know the “stats” of those who applied - so you might very well be included - they say 1000 awarded of 3500 apps.
And if you’re not included, you may qualify for another OOS scholarship - so the school may still very well be in budget without.
For example, Montana State is $48K ish this year for tuition, room and board. It looks like they use weighted GPA (as many do) but you can ask - but if you have a 3.6, as an example, that’s $14K off, so now it’s $34K, etc.
U of Idaho is another - linked at the bottom, and you may ask, but it appears all will qualify for WUE based on their writing. So different than Montana State.
But you might look deeper than WUE. I don’t know your budget or stats, but you may find these schools affordable, even without if you’re not able to obtain a waiver.
***The Western Undergraduate Exchange (WUE) Scholarship is MSU’s second highest-value award, therefore it is one of the most competitive awards at Montana State University. Due to the high-value of the WUE Scholarship, MSU WUE offers are limited. ***
MSU will be offering a limited number of competitive Western Undergraduate Exchange (WUE) scholarships to new first-year students enrolling in the fall of 2027.
The deadline for WUE scholarship consideration is January 7, 2027 at 11:59PM MST.
WUE’s value will equal 1.5 times the in-state tuition rate which will not be determined until May at the Montana Board of Regents meeting. The WUE Scholarship in Fall 2026 was valued at a discount of approximately $21,000 off the cost of nonresident tuition. WUE will be of greater value than any Achievement Award previously offered.
WUE offers are limited to approximately 1,000 offers each year. For reference, there were approximately 3,500 WUE applications for Fall 2026.
