<p>Actually, the article says that the state of Illinois never promised to guarantee the investment. It’s in capital letters somewhere in the description of the plan. Was the advertising ambiguous? Probably, but many people did not see/understand/read the fine print.</p>

<p>I think the article says that though the fine print never promised to pay up fully, the advertisements and glossies did give that sense of assurance. The word-splitting explanation given by the state comes across as highly repugnant.</p>
