<p>For most schools, your guidance counselor has to submit a letter written in your behalf, where he states your family’s income, the number of people depending on it and any other information that explains why you can’t pay.</p>
<p>As for the common application, you must check under the payment menu the ‘apply with fee waiver’ or something.</p>
