There are a lot of perks to go with being a Regent Scholar, such as priority registration, housing, alumni networking … etc. Financially you get $2500 per year for 4 years. I wonder if the Regent Scholars are also eligible to pay instate tuition?
There are numerous exemptions and exceptions available, but all relate to having some current or recent physical presence in California. So unless you qualify for one of these exceptions or exemptions, the answer is no.

Of course, the terms may vary this coming year. But it does say that, for those who got the scholarship that year, “Scholars with no financial need as determined by the Financial Aid and Scholarships Office receive an honorarium over the four-year tenure of their scholarship eligibility to cover non-resident fees.”
Honorarium of $2,500.00 per year.
Assume $65k + per year because California needs those OOS fees.
They admit OOS for their dollars. They also have plenty of qualified in state applicants for those Regent scholarships.
If you do qualify for something, @Undercrackers is right, $2500 per year (not even per semester).
