Are overseas Americans in Europe seen as int'l students?

<p>Do overseas americans (American Forces Europe) count as int’l students. My state address is AE and the city is APO. Doesn’t this count as an american address even though I’m situated in Europe? Hell, the Germans here claim that we’re technically not even here xD I have access to the army bases and my parents work there :O</p>
