If they are affordable, then yes. If he is desperate to leave India and has honed in on the US, then those are his “sure things”If he can afford them without merit or is a shoe in for automatic merit. Not finding many of those.
Odds are under 5% everywhere for high need internationals.
OP should apply if they have EA or a scholarship program with a November or December deadline AND do not require extra essays.
If both those conditions aren’t met then RD.

Can someone please tell if I should apply to WPI, they very vaguely state that they might not give need-based scholarships. I don’t think I’ll qualify for merit with 1430
I think I’ll RD to a lot of my colleges, because they require essays.

I don’t know about this - but how many schools will require this. I remember a student the other year needed someone to do something with their transcript. Email the school and ask if there’s another way.
Many of that type of school might have a similar requirement.
Oh that’s too bad. However, I think they take rolling admissions even after the RD date, so if you don’t end up with better options you can decide later on if it’s worth applying to them even with this extra cost.
If Commonapp essay, you’re good and go EA (Early Admission) for that college.
If a supplement ON TOP OF CommonApp, they’re RD (regular decision).
Yes cross out Minot due to WES. They probably let go their International Admission Counselor.

They don’t. The first sentence states that if you apply Early Action (EA) to Georgetown, you cannot apply Early Decision (ED) anywhere else. The second sentence clarifies that you may apply to other schools’ EA programs, but notes that some institutions have restricted early action, which may limit your ability to apply early elsewhere (such as, to Georgetown).
Apply to Minot. If you find another school you like more (and get in and get money) then you can say No Thank You to Minot. If you don’t get enough aid, you can ask for more or say No Thank You. If you don’t apply, Minot is out.
is Minot the perfect school? No. Is it as well known as Georgetown or Brown? NO. It’s an option for you to go to school in the US and you’d be a big fish in a small pond. Schools like that want high stat students and they often have good money for them.
It looks like OP would have to pay upfront for Minot to get his transcript processed by a company that handles international transcripts. But Minot’s deadline for international students is in the Spring, so OP can wait to see how his other apps turn out before having to decide about paying that upfront cost to apply.
I remember @Andygp , a poster whose student ended at Wooster, had something similar for certain schools. Not sure if he did it or not.
I think what OP is finding out is that for most, they pay for a US education and maybe more than tuition.
