Neither university promises to meet full need. And I think CMUQ only provides aid/scholarships to those sponsored by the Qatar Foundation (perhaps @MYOS1634 can confirm).
And do not disregard the cultural aspects! You have to live there for 4 years.

You need to find out how much THAT will cost you. Summer on campus housing wonât be free (off campus wonât be free either). Some colleges close their dorms for the long school breaks (like winter and spring) so you would need a place to go. Some do arrange for lodging for international students during these long breaksâŠbut itâs not free.

I think this would be a valuable exposure, in my country funding options are really limited + almost every university is job oriented.

I think you can ask for the CSS waivers before you apply and that there is no commitment to apply even if you receive the waiver. So there is no reason why you canât ask for the waiver today and then take until the normal deadline to finish your essays. Why not reach out to one of the colleges and ask them?
When I looked at it earlier, Minot State came very close to meeting your budget and a lot of international students go there because of that. I would give it another look, if I were you.

Often the financial aid deadline is later then the admissions deadline so it might be worth another email asking for the deadline for the css waiver.

Youâre a good human being - dedicated, persistent - that will take you far in life regardless of the outcome for college admittances.
Not in California, nor any state with expensive real estate. Our rents in Southern California are $3000 per month for the rent alone.
Where are you getting $3k to $4000? Youâre not allowed to work off campus with a student visa or it can be revoked and youâll be back in India.
University students go home for the summer and do summer jobs or internships and then return back in the fall. The campuses are empty during the summer.
You need to plan on extra dollars being spent for living in the US in the summers. You need to figure out transportation costs, eating and daily living expenses, internet access, phone expenses, medical intervention, if needed.
The university scholarships are not going to fund your summers. If you can find a room to rent or an Airbnb you may still need to have a line of credit. Everything is done by card.
Except in an internship or co-op related to the studentâs major (via curricular practical training).
But these are not easy to get, especially for a first or second year student, so I agree with your broader point that OP may face financial challenges living in the US over summer and winter breaks.
Thatâs about $1000 a monthâŠwhich isnât a lot. If you arenât taking classes (which would be an additional cost), you wonât be able to live in college dorms as a student.
Off campus housing means rent, utilities, food, everything. Iâm not sure that you could cover those costs with $1000 a month in many places.
A number of colleges have summer programs and rent their dorms out for summer too - either as part of the programs or, if they are in a city, sometimes just to people who need them for internships etc. It wouid be very unusual to be allowed to stay in dorms over summer.
But it is possible. My daughter lived as a grad student in a house with 4 others. Two of the roommates were the daughters of the home owner so it was a good deal. But luxurious it wasnât! Basement room, shared bathrooms and kitchen. They had to do chores like the grass and shoveling. But everything included it was $400/mo. We know she was really lucky to find this living situation and, well, it was in Laramie WY. Her cousin in Boulder CO was paying $1500 just for rent, plus other costs (food, transportation, entertainment ) were also 2x or 3x as much.
Minot would be much cheaper to live in than most of the other college towns/cities on your list. Bigger cities would be easier to get to from India. You just have to see where you get in and then compare what is the âbest dealâ for you.
