Your stats are fairly similar to mine I feel (1540, 3.95, 14 APs)
Texas schools like UT Dallas and University of Houston have been my cheapest so far, they give scholarships combined with in state tuition bringing them to roughly 20k for me.
Binghamton seems to give high stats students a presidential scholarship of 13-15.5k, with my stats I got 15.5, but their metrics could change by 2026.
Florida schools seem to give out a lot of in state waivers too
University of South Carolina is another one that gives out a lot of merit, alabama too. Historically Temple seems to give a lot, but this year they have taken much longer to dish out money so they could be changing their methods as well.
You are currently a sophomore tho, so I would recommend studying a lot for the psat in Junior yr for national merit, which could net you full ride scholarships at many schools.
