An article about the report:
Not a big surprise, police departments would have every reason not to report cop related killings, especially those where force is commonly used. Like with the infamous comp stats, anytime statistics can be a negative there is incentive to cheat, whether it is underreporting crimes in a precinct, overeporting arrests, or in this case not reporting killings. You would think something like this would be mandatory reporting, that the justice department would want to monitor the rate of using deadly force to make sure there aren’t problems, but I think this is a case where both sides would rather the data be left alone.
