<p>Yes you can. I just looked up a random university’s admission requirements (it happened to be the University of Liverpool). For students educated in the US they require a GPA of 3.0, 1800+ on the new SAT and 600+ on three SAT subject tests. For students from UAE the website says “Emirati students who have followed the national curriculum (Tawjihyya), must complete the University of Liverpool International Foundation Year or an equivalent foundation programme. Students offering A-Levels, the International Baccalaureate Diploma with a minimum 28 points or SATs can apply for direct entry to Year 1 of undergraduate programmes.”</p>
<p>It seems that good SAT scores are sufficient for most universities.</p>
