Yes in addition to Bama and UAH which are low 20s, New Mexico, W Carolina or any if tye four NC Promise Schools and C Michigan should work with pad for travel and insurance. Miss State too. WVU will be under but not with insurance. It will preclude NAU.

OP you can work but how much can you really make ? You likely won’t get insurance working part time and even if you did, it’d likely cost as much as the school’s insurance. So you really have a $20-23k budget it sounds like. Add a $5500 loan and it gives some breathing room. Work will too but not everyone gets or can get a job.
