I imagine it depends on rigor and how yge schools see you vs others. Has your school sent others - they can guide you. Will you have an SAT? At some, like Cornell, it’s required, even for international per their website.

How much aid do you need ? That alone could be a hindrance as I believe all are need aware. They can say no for that reason.

If you were a U.S. public student with a 3.7 and no test -little chance.
