I have a question on Social Studies requirements for certain colleges. Some say that I need 3 units of them but I have only taken 2 APs (APUSH and WHAP), and I will take AP Gov and Microecon next year, so I was wondering when I apply for these colleges, will the AP Gov and Microecon still classify it as 3 units, even though I am applying EA or RD for most of these colleges?

Yes, AP Government and AP Microeconomic if they are taught as semester classes or full year classes will fulfill the 3 units.
Was she a California applicant?
If yes, are things a bit different for an out of state applicant like this?

Although the College Board reports all AP test results to us, students should be aware AP test scores lower than 3 will not adversely affect their chances for admission.

So I would take that statement as their word and unless the conditions of admission specifically states you have to receive a specific score on your AP exams, then it is not an issue if you do not report the scores.
Schools will ask for official scores for classes where a student wants college credit. So students can pick and choose which scores to report based on the AP policy. The official report typically is only required after enrollment; scores may be self-reported for applications.
There are a few exceptions, notably Georgetown U, which requires all scores to be submitted.
If California in-state tuition is on the menu, I would also look at Cal Poly SLO and SJSU, and maybe a few others (SDSU Weber Honors?).
