Many of these colleges have single digit acceptance rates. Often, the acceptance rates for international students is about half what it is for citizens or permanent residents. Will you need need based aid? Many many of these schools are need aware for international students so your level of financial need can be considered by admissions when they are reviewing your application for admission.

As a PA resident, you should consider applying to Pitt, Penn State, and Temple. You would need to check…but it’s possible that if you graduate from HS in PA, you will be eligible for instate costs.
Your academic record is impressive and you can certainly apply to Top 30 universities but being international cuts your odds in 2 - and as you know, statistically, they were about 1 in 10 to 1 in 20 to start with.
In other words, you must apply to PSU, Pitt and Temple + their Honors Colleges.
I would add Lehigh and Lafayette, which offer FA to internationals and will be easier to get into than HYPSM, Penn/Wharton or NETS, and similar.
Run the NPC on each university you apply to - in particular, are PSU/Pitt/Temple affordable? Do you qualify for FA? (Your test scores will certainly qualify you for merit aid at places that offer it but few “Top30”, offer merit, most only offer need based aid. Each college calculates differently so you will need to run the NPC on every one.)
Check with a lawyer but I think as a pA HS graduate who has been living in the state, you would qualify for instate tuition at PSU, Pitt, and Temple + if relevant PHEAA grants -that’d still make costs about 30k (-5k if you qualify for Schreyer, potentially more potential merit at Pitt and Temple.)
If you are unsure between engineering and business, then lehigh is a good option. Their CSB and IBE programs are interdisciplinary and are well regarded.
