<p>I was going to start the ED to UPenn in the middle of September because I am planning on retaking the SAT, but people here have already sent their applications and stuff…</p>

<p>Yes, that is plenty of time. Unless the school is rolling (or if housing is on a first-come first-served basis), there is no advantage to sending in your app early.
Obviously, you can begin filling out the forms and writing your essay whenever you want, in the hope of improving on them, or getting it mostly out of the way before school starts.
But ultimately, you’re much better of sending your app in after you’ve retaken the SAT than you would be sending it now, at least to Penn, and pretty much everywhere.</p>
