CS in L&S v/s UCSD Comp Engg

Which one would be better for a bayarea local primarily interested in software engineering and not hardware/electrical/chipdesign/network. .etc.

Also which one would be better for pursuing MS in engg.

UCSD’s computer engineering department is nowhere near Berkeley’s CS.

Berkeley is in the bay area and has a much better reputation.

Thanks. I have heard that it is not easy to get CS major itself and you have to get 3.0. Any idea how harder would be a change to EECS? Just wanted to understand the possibilities of that knowing LS CS itself is a good/competitive major.
