CU Boulder first year applicants - can we apply directly to exploratory studies?

I am confused about whether first year applicants can apply directly to Exploratory Studies? Or can we only apply to a specific school/major and then if we get declined in our major we can be accepted into the Exploratory Studies program instead? Thanks.
