Do I need to retake SAT and TOEFL to apply transfer to UCLA, UC Berkley or Cornell?

This is my first thread in College Confidential so please be patient XD!
So I am a international student from China and I just finished my first year at UCSD…
However, for reasons, I decided to transfer to other schools. Now my targets are UCLA, UC Berkley and Cornell…
My SAT is pretty bad, barely 2000 but my critical reading is above 600, which is not really because I did not work hard but simply because I just started learning English intensely not long before I took my last SAT. My TOEFL is 107 and I am pretty confident about my English right now, whether oral or written.
Not to be corky but I have a 4.0 GPA in UCSD and for most of the class, I ranked at the very top. I have more A+ than As but I am not sure this is getting me anywhere when I apply…
My extracurricula activities are ok but far from being terrific but as a CS major, I did attend several huge competitions such as Hackathon and I actually got a champion once…
The problem is to apply transfer is like my last minute call and I am not sure I would have enough time to retake my SAT by the time of the deadline. So does anyone think I should retake SAT and TOEFL if I just want to apply for that three schools? I havent started my essay yet and is it really late now?

UCLA and UCB only take Junior level transfer students with 60 semester/90 quarter units so SAT is not needed for these schools. I would check the website for each school regarding TOEFL requirements. Unable to help in regards to Cornell but I do know that since you are already in college, taking the SAT is frowned upon. This test is used for in-coming Freshman.

You have until the end of November (I think) to apply to UCB/UCLA. You’ll probably get in with your stats, honestly. Try to get a letter of reciprocity from UCSD to clear your GE requirements.

Don’t worry about retaking the SAT.

I don’t know anything about transferring to Cornell.
