<p>Sometimes. However, most colleges with financial aid for international students guarantee to meet 100% of demonstrated need. That means that they will only accept students if they can offer them the financial aid packages they deserve. At my colleges, limited financial aid resources are the prime reason that international applicants are waitlisted in the first place. That happens when the college exhausted its initial financial aid budget and wants to wait and see if other resources will become available later in the spring. For example, if a lot of accepted students on financial aid decide to enroll elsewhere, the college might have the resources to accept some financial aid applicants from the waitlist.</p>

<p>If they don’t have the $ to meet your need, they probably will just not take you off the WL. Colleges can and many do cherry-pick off the WL for people whom they want (e.g. can pay, has certain talents, from particular regions, etc.)</p>

<p>This is not accurate. Many colleges have some aid for internationals while not meeting need–only about 9 colleges promise to do that.</p>

<p>Yes, schools often run out of aid by the time they get to the waitlist. Different schools have different philosophies–some will accept you and tell you they can’t offer aid, others will just not take you off the list if they can’t give you any.</p>
