No data here, but I think police departments and their behavior tend to mirror the behavior of communities they serve.
Oh my bad, I didn’t realize it was racially pejorative. I’ve only heard Jews say that about their own hair and have only used it when said people had already used the term to refer to themselves. Is it like the n-word in that respect (someone in a minoritized group can say it but not someone outside that group)? I googled and don’t see Asians in the results – that one perplexes me!
I think the implication was that the officer saw an afro and made an assumption about the race of the driver.
Even on dayshift and without tint it is many times difficult to see details about who is in a car. Many times the windows show reflections of the surroundings and details are difficult to distinguish. Just another reason why officers must approach with care.

And tip-toe-ing in, yes, the term that some jewish, mostly guys, referred to their curly hair back in the day was referred to that way (see old photo of Billy Crystal) . In retrospect it was probably poor judgment, but it was their description of their hair. I can see how it could be seen as offensive.

It’s not that people here are advocating this, it’s that it happens outside the cozy confines of CC discussions and isn’t being considered.
Be polite, hand over what is required, then drive away with a warning or a ticket.
