<p>When you apply for an I-20, you have to show the college/university how you’re going to pay the expenses (at least I did). So yes, you’re going to show your savings/finances when you apply for an I-20.</p>

<p>I’m pretty sure NACAC waivers are only for domestic applicants. Also, yes, you need to show proof of finances before receiving the I-20, as that is what the colleges will use to issue the form, as Cardgames said above</p>

<p>As it’s already been said, the NASAC fee waiver is only valid for American students and foreign students living in the US. However, some colleges with substantial financial aid for international students will waive your application fee if you just ask. </p>

<p>You will need to provide documentation that you can pay for your education before you can receive an I-20. That can be through a combination of savings, income, college-administered financial aid, grants from your home government or bank loans. Colleges that do not consider international students for financial aid often require this documentation along with the initial application, since it’s bad for their admission and yield rates to admit international students who cannot afford to attend anyway.</p>

<p>I submitted an NACAC Fee Waiver form to Stanford, and they accepted the request. And I know that Brown did the same for one of my friends. like b@r!um said, the rich universities are really generous, so you just have to ask politely…</p>
