<p>Do I have to pay 18 per recipient (how expensive compared to SAT results)… ?</p>

<p>I’m afraid you will have to pay 18 dollars each.
The same happened to me: I remembered about free recipients about 30 minutes until deadline, but the website was down, so I had to pay extra 4*17 (it was 17 back then).</p>
<p>I guess I’ll have to reduce my 7 colleges list to a 4 colleges list. It’s a shame… they are tecnically ripping us off. But it’s ok.</p>
