The other thing to consider is how much schedule space a BioE major has for taking CS courses. Or whether any other CoE major like IEOR has more schedule space for CS courses.

It looks like out of UCB CoE majors other than EECS, engineering math and statistics has the most schedule space to take CS courses: Engineering Mathematics & Statistics - Berkeley Engineering
- First and second CS courses – can use CS 61A and CS 61B
- Two lower division technical electives – can use CS 61C and CS 70
- Approximately four engineering upper division technical electives.
- Approximately two free electives.
- Additional free electives may be gained if the student starts in a math course more advanced than MATH 1A, or fulfills CHEM 1A+1AL, or fulfills up to two lower division H/SS courses, with AP or college credit while in high school.
- Obviously, the student needs to like math, since there are requirements like MATH 104 (real analysis).
Another point is ease of registration.
I know in Gatech it is very difficult to register for CS classes for not CS majors. I know nothing about Berkeley, but I suspect that priority registration goes to major and CS classes are popular everywhere.
For Berkeley, there are a few CS/EECS classes that have priority slots for EECS and CS majors, but which also have slots for other majors. For most CS classes however, the student would not be at any registration disadvantage as a BioE major, since it’s in COE.
Of course this is a large public university, and it can therefore be generally challenging to get into your desired sections of popular lower division classes including math classes, physics, chem, bio etc. It works out for most students eventually, but can be a hassle.
Note that since this student is a Berkeley early admit, they may be a Regents candidate (ETA: Now I see the message they are indeed a Regents candidate). If they do get Regents, that would give them priority registration, which would eliminate any concerns about getting into classes.
The biggest question, if it were my son, would be: does he want to do the BioE major?
