Instate and OOS students need to understand that part of problem is demographics and adjust their expectations.
For instate GaTech is trying to get students from every county in GA. So students with good stats from rural area have better chance than students from Atlanta or suburs. On top of it if your school is very competitive with many applicants, GaTech will limit # of students from each school.
Same with OOS students. GaTech wants students from every state, so if you apply from Alaska you have better chance than from VA simply because there would be less applicants from Alaska. Student with lower stats and weak application then may get a spot over another very competitive student from VA.
