Good merit scholarships for out of state students with a high SAT score but mediocre GPA?

@annoying456 Two more Rocky Mountain region university to consider—

University of New Mexico where you’d be automatically awarded the Amigo Scholarship worth $16K/year plus $200/year stipend.

The Amigo would lower your COA to around $19K/year.

ABET accredited computer science program with opportunities to intern at the National Labs during the summer

There is skiing 20 minutes away from UNM’s campus at Sandia Peak

New Mexico Tech

COA for OOS students $36K/year

If you can get our GPA up to 3.25, you'd qualify for the Presidential Scholarship worth $4K/annually. And you'd be considered for the Competitive Scholarship that would give in-state tuition rates. This would put your tuition, fees, room & board around $17K/year

Tech is a small university-- undergrad enrollment around 1300--so it's probably smaller than you're looking for.
