Good merit scholarships for out of state students with a high SAT score but mediocre GPA?

The NPC is more accurate than anecdotes from the internet. In fact, unless your parents are divorced or own a business or farm, most NPCs will probably be pretty accurate. @thumper1 can tell you what other situations might throw off a Net Price Calculator, but I think they’re usually very good.

If you need to get costs down to $20k when you have a $45k EFC, you’d have better luck creating a thread asking where you can get a $20k net cost with a 3.2UW GPA, 1450 SAT, and $45k EFC. Does your school rank? That might matter too. Posters could then suggest schools to you. I wouldn’t expect many universities to give a lot of grants to OOS students. Their mission is to help students whose parents pay taxes there. Would you consider an LAC? Does the area of the country matter?

I would consider an LAC and no my school doesn’t rank. Area of the country doesn’t matter much but Id like a nice college town or city.

Tech is a small university-- undergrad enrollment around 1300--so it's probably smaller than you're looking for.

ASU does not have holistic admissions, and does not consider ECs in their admission process. Class rigor is also not as important as GPA and test scores, according to their Common Data Set. Class rank does figure in to merit scholarship, so if your school figures class rigor in your rank, that could help.

Have you checked the University of Alabama? I know they offer merit, but don’t know the details. It’s certainly warmer than NYS.

OP, will you be able to retake the SAT?

Are you applying as a CS major? Some colleges are more competitive based on the major. Make sure you check that too.

Ole Miss, New Mexico, Alabama, Alabama-Huntsville, Miami OH - all have merit

Wyoming, Montana, Montana State - all cheaper and offer merit too

Oxford MS, Tuscaloosa AL and Bozeman MT are all super towns

I have quite a few ECs that I have been involved with for a while
Can I receive any merit scholarships from large state schools (such as CU Boulder and ASU)? Are there any schools someone can recommend for me to apply to?

Is U of U good for out of state students ? I heard it was a commuter school

What is the budget of your university?

Northern Illinois University only have domestic tuition, no out-of-state tuition. Plus you can explore their scholarship opportunity. Nothing is guarantee, you need to apply before you know you would get any.

You’d get $15k per year from Alabama with the 3.0 and your SAT.

That said…be very careful where you get merit because if the school requires you to keep, say a 3.5 GPA, in order to keep your scholarship, then you could lose it in college.

With your family’s $25k, plus the $15k from Bama, and a $5500 loan, you could have costs covered at Bama as long as you choose a standard double dorm (not a pricey private room). You might work/save over summers for pocket money.
