I am applying to 3 SUNYs just in case, I am looking to major in computer science and prefer midsize-large schools. Whether the school is public or private doesn’t really matter to me if the private school offers larger sums of merit aid. I want to go out of state for a change in scenery especially since NY state schools are in freezing cold parts of New york. My favorite areas are the southern states as well as the rocky mountain states ( Colorado is ideal but neither CSU nor CU are affordable). Thanks so much !

Wyoming would give you $7000 which might not sound like a lot but OOS tuition is about $17k. There is also other money for certain majors. They recently announced that each student would get about $3500 this year in CARE (covid) money.
I think you have to run this process for schools you are interested in and see what they have for you and your stats.
If you want affordable and Rockies, try U of Utah. Lower sticker price and more generous merit than Colorado, plus you can become a UT resident after a year and pay in-state tuition for years 2-4. Excellent CS, too.
Also, U of Wyoming is very affordable and only an hour north of CSU, only about 25 miles from the Colorado border.
Boise State is in the Rockies too.
Also, U of Nevada Reno is a nice Sierra location, less than 15 miles from the California border.
Most of my suggestions are in the northeast because they are what I’m familiar with, but I’ll list them anyway.

Elon doesn’t give too much merit money.
They give the top 15% of entering students each year the Presidential Scholarship ($6,000/yr); and there is also an Engagement Scholarship ($4,500/yr) which relies on your high school academics and your application essay.
They also have scholarships for the fellows and scholars programs, but those require additional applications.

Two years ago, my son was offered between 15-20k annually, but his stats were higher. GPA was about an A-, ACT was 34, SAT was 1480. Maybe you would be offered between 10-15k? No way at all to know though. Much will depend on who your competition is. It’s still going to be expensive.
Are you checking the websites of any of the colleges you’re asking about? If they offer merit aid to OOS students, it should be listed on their websites.
Instead of making individual threads for every college you’re interested in, why not create one thread? It will be easier for people to help you that way. Your parents want to keep the costs at ~$20k (the price of a SUNY), right?

Most schools list their guaranteed merit awards on their websites. Gathering anecdotes from strangers online may not be as helpful as you think because your financial situation won’t be the same as theirs, and that will matter at colleges that have a need component to their merit aid. Are you running the Net Price Calculator at each school? That should give you an estimate of your costs.
Is 3.24 weighted or unweighted GPA? If weighted, what is your unweighted GPA, core courses only?
Last year merit started at 1480 SAT. Your GPA is probably on the low side too.
What about your SUNY or CUNY options? Probably will be your cheapest route.
