Good or bad?

I ran across this…but I cannot tell if it would be a good thing or a bad thing? What do ya’ll think?

[Nursing Scholarship Program Applicant Bulletin, 2007-2008 Academic Year](http://bhpr.hrsa.gov/nursing/scholarship/applicantbulletin/default.htm#sitetypes)

I know several women who used a scholarship program like this to pay for their last 2 years of college - where the nursing classes are usually taught. They all had prior arrangements with specific hospitals before beginning the last 2 years, so they knew where they would be working for 2 years post graduation. The hospital did not have enough placements for everyone (most likely will not happen today) and the students were free and clear of all their obligations to the hospital.
