@cconfusedd I believe that it isn’t ‘basically math HL’. It’s just the options; none of the core syllabus included. They expect the core syllabus to be discussed outside of class time. Plus, the syllabus does expect students taking Further Math to ‘learn’ one of the four Math HL options outside of class time, since they expect students to take Math HL along with it. Not sure how they do it at your school, but you may want to check with your school about doing that — my school does not allow students to do Further Math without Math, no matter how advanced you are, and it does make sense with the way the syllabi for the two courses are set up.
