Your GPA is not good at all. You need to demonstrate that you are capable of earning better grades. One possibility would be to take some classes at the closest community college. Make an appointment with the admissions counselors at the community college closest to where you live. Ask if you can enroll in one or two classes for the summer with your H-4 visa.

When you do apply to transfer, many of your credits won’t transfer at all. Some won’t transfer because the grade in the class is too low. Other credits won’t transfer because the class isn’t a good match for what is offered at your new college or university. While you are studying at the community college, sit down with the transfer advisors there and have them look through your transcripts from your first university. Find out if there is a better choice of college major for you, and if any of your old credits can be used toward that degree.

Wishing you all the best!

Engineering is very, very competitive in the US and most schools won’t take a transfer with such low grades. Happymom is correct: with your current GPA, colleges have reason to believe you won’t succeed in their school. It may be you have to start over, or almost.
