Icons with "jail cell" door?

Occasionally, I see the icons of familiar users to have a sort of jail cell door over it. The original icon can be seen underneath, but there seems to not be an explanation for the cell door itself. (I don’t want to link to a specific user here in case there is some reason for it).

I just looked up a user that used to have it, but doesn’t anymore. Does this signify some sort of blocking or what?

It indicates that the user has been given a major warning. After a couple of weeks, the jail bars disappear.
