In-state residency and others

I’m a high school senior in California and i’m 18. I used to go to school in Florida for two years and now I wanna move back. Let’s say i move back and go to community college ( pay tuition as an out-of-state). If i rent a room or house, get a car and job and basically live there, can i get in-state tuition after one year? (and also tell my mom, not to put me on her tax report next yr i guess?) I know that you can’t do that for 4 yr colleges but i read on Broward colleges website that after 12 month, you can apply for residency reclassification.
btw i’m not going to 4 year even if i stay in cali. my priority is to leave Cali and move back to florida ASAP.
these are the questions i have to ask a college counselor but at my school, they are usually busy everytime you go to their office.

If you move, you must fulfill the requirements for 12 consecutive months prior to the first day of the term.
