We just found out that OOS students at Penn State and other Pennsylvania state schools who are military dependents qualify for in-state tuition as of the spring 2024 semester. Our OOS son attends Penn State UP, and since I am a veteran, we will be receiving a refund from Penn State for the difference in OOS and in-state tuition for the SP24, FA24, and SP25 semesters and he will be charged in-state tuition until he graduates. Applying was easy (as long as you have your DD214, for veterans) and we received the decision within days. I hope this helps someone - my son stumbled on the information by chance.
