<p>His application will be read relative to his peers from Taiwan, but when it comes to FA, for most schools he will be considered as an American, which is good.</p>
<p>He needs to contact each place on his list, let them know that he is a US citizen educated abroad, and ask them how to proceed. Do not be surprised if each place has a slightly different policy for students like him.</p>
