<p>It depends on the school, I was admitted without the SAT’s.</p>
<p>The TOEFL is almost always required if English isn’t your first language though.</p>
<p>Most community colleges don’t require SATs. How much can you afford to pay?</p>
<p>I think, besides English language proficiency tests, most US colleges may have extra requirements regarding international disabled students, and for detailed information you have to contact admission officers of schools which you fancy. OP could be required to bring a legal guardian along with him, or something like that. </p>

For example, the individual may be extremely near-sighted and thus be considered “blind” when not using corrective lenses, or the individual may have other limitations to his/her vision that impair his/her ability to function within the range expected of people with “normal” vision.</p>
